The UNESCO proposal for a recommendation for Open Educational Resources has been discussed at an intergovernmental expert meeting on May 27-28, 2019 in Paris.
The purpose of the meeting was to discuss the revised version of the Recommendation concerning Open Educational Resources (OER) which was drafted based on the comments received from Member States.
The draft document has been approved, and the finalised draft will then be prepared for submission to the 40th Session of the UNESCO General Conference in November 2019.
Main edits include a new definition of OER:
“Open Educational Resources (OER) are learning, teaching and research material in any format and medium that resides in the Public Domain or are under copyright that have been released under an open license that permits no-cost access, reuse, repurpose, adaptation and redistribution by others.”
And a new definition of open licences:
“Open license refers to a license that respects the intellectual property rights of the copyright owner and provides permissions granting the public the rights to access, re-use, re-purpose, adapt, and redistribute educational materials.”
Our colleague Khalid Berrada from Caddi Ayad University in Marrakesh, has been designated by the Ministry of Higher Education in Morocco to participate in the meeting, and we are grateful for all his work to bring the Open Education agenda forward in Morocco and beyond.
